"Appropriate" can only be activated if the last effect on the Chain ends with your opponent drawing a card(s) outside of their Draw Phase. (See "Missing the Timing - Optional Trigger Effects" in the Advanced Gameplay FAQ for more information.)[1]
If your opponent "picks up" cards with "Morphing Jar #2", etc., you do not draw.[1]
If you have 2 face-up "Appropriate", you will draw 4 cards when your opponent draws a card(s) outside of their Draw Phase.[1]
If you and your opponent have "Appropriate" face-up and you or your opponent draw a card outside of your respective Draw Phases, the effect of each "Appropriate" is applied until you or your opponent cannot Draw a card and lose the Duel or gather all 5 pieces of "Exodia" into your respective hand and win the Duel. This process does not start a Chain.[1]
Mentions in Other Rulings
Dark Bribe: If your opponent activates a Spell or Trap Card outside of his/her Draw Phase (Chain Link 1) and you negate its activation and effect with "Dark Bribe" (Chain Link 2), after your opponent draws a card with the effect of "Dark Bribe" you can activate (flip face-up) "Appropriate", because the activation of your opponent's Spell or Trap Card is negated by "Dark Bribe"
Dragged Down into the Grave: You can activate "Appropriate" in response to "Dragged Down into the Grave" because drawing was the last thing performed.
Graceful Charity: Your opponent cannot activate "Appropriate" after you activate "Graceful Charity" since the last effect that resolves with "Graceful Charity" is discarding, not drawing, and your opponent misses the timing. But if your opponent already has an active "Appropriate" face-up on the field, he/she can draw 2 cards after you activate "Graceful Charity".
Null and Void: You cannot chain "Null and Void" to the effect of "Appropriate" because the effect of "Appropriate" cannot be chained to.
Protector of the Sanctuary: "Protector of the Sanctuary" prevents your opponent from drawing with "Mirage of Nightmare". However, your opponent can still activate..."Appropriate"...even though he cannot use their effects at that time.
Reload: Your opponent can activate "Appropriate" in response to your drawing with "Reload"'s effect.
Judge List Rulings
Activating "Appropriate" is very similar to activating an optional Trigger Effect.[1]
When the effect on Chain Link 1 ends with your opponent drawing a card outside of their Draw Phase, you will begin a new Chain by activating "Appropriate". After "Appropriate" resolves, its effect is applied any time your opponent draws card(s) outside of their Draw Phase.[1]
"Appropriate" cannot be activated (flipped face-up) during the Damage Step. If it is already face-up during the Damage Step, its effect will be applied.[1]
